What is the homeless incentive program in California? ›

The Housing and Homelessness Incentive Program (HHIP) offers Medi-Cal managed care plans the opportunity to earn incentive funds for building partnership with homeless systems of care.

The California Emergency Solutions and Housing (CESH) Program provides funds for a variety of activities to assist persons experiencing or at risk of homelessness. The California Department of Housing and Community Development (HCD) administers the CESH Program.

Launched January 1, 2022, the Incentive Payment Program (IPP) supports the implementation of key California Advancing and​ Innovating Medi-Cal (CalAIM) initiatives.

Homeless Housing, Assistance and Prevention Grant Program (HHAP): The HHAP funding is a block grant program designed to provide jurisdictions with one-time grant funds to support regional coordination and expand or develop local capacity to address their immediate homelessness challenges.

CalWORKs Homeless Assistance (HA)

CalWORKs HA can provide payments for temporary shelter for up to 16 cumulative calendar days, as well as payments to secure or maintain housing, including a security deposit and last month's rent, or up to two months of rent arrearages.

Homeless Assistance Program

Homeless Assistance is available only once in a 12-month period unless the family is homeless due to domestic violence, natural disaster, inhabitability, or a physical or mental disability. All exceptions must be verified by a third party agency.
