Area Served[]

The San Francisco Fire Department (SFFD) provides fire protection and emergency medical services for the City and County of San Francisco, the commercial, financial, and cultural center of Northern California. The City and County of San Francisco, Spanish for "Saint Francis", is located at the north end of the San Francisco Peninsula and includes significant stretches of the Pacific Ocean and San Francisco Bay within its boundaries, including the uninhabited Farallon Islands, 27 miles offshore in the Pacific Ocean. Incorporated as a city on April 15, 1850, San Francisco has a population of approximately 815,201, and encompasses an area covering 231.89 square miles, San Francisco is bordered by the San Francisco Bay to the northeast and east, San Bruno Mountain State and County Park, as well as the City of Daly City to the south, and the Pacific Ocean and the Gulf of the Farallones via the Golden Gate strait to the west and northwest respectively. The Golden Gate Bridge connect San Francisco to Marin County to the north, while the San Francisco–Oakland Bay Bridge connects the City and County of San Francisco to the City of Oakland to the east.

Mutual Aid[]

The San Francisco FD has mutual aid agreements with the South San Francisco Fire Department, the San Bruno Fire Department, and the Central County Fire Department.

Department Profile[]

The San Francisco Fire Department is budgeted for approximately 1,700 full-time fire suppression and emergency medical personnel. The department's 45 fires stations are geographically divided into two operational divisions, each covering approximately half of the city. Within each division are five battalions that oversee anywhere from four to six fire stations. In addition to fire engines and aerial ladder trucks, these stations support a number of specialty units, including heavy rescue squads, coastal rescue units (cliff and surf), rescue boats and watercraft, fireboats, a mobile command vehicle, multi-casualty units, two multi-casualty transport units, a hazardous materials response unit, a CO2 unit, and a mobile air unit. SFFD also houses 54 ambulances at fire station 49, where up to 48 different shifts are deployed per day.

Although physically located in San Mateo County, 13 miles south of downtown San Francisco, SFFD provides Aircraft Rescue and Fire Fighting (ARFF). structural fire protection, water rescue operation, fire prevention, code enforcement, emergency medical services, hazardous materials abatement, community-based fire safety, fire extinguisher training, CPR, and Automatic External Defibrillator (AED) training & re-certification out of its Airport Division at the San Francisco International Airport (SFO). The Airport Division has 95 employees and staffs three (3) fire stations plus a boat house. Station #1 is located "street side" and is at the west end of the two longest runways.Station #2 is located at the intersection of the four runways that serve the SFO.Station #3 is also located "street side" but at the south end of the two shorter runways. The emergency water rescue facility is located near Sea Plane Harbor. In addition to a fire prevention unit and administrative/support staff, the airport's suppression members staff four (4) Aircraft Rescue Firefighting (ARFF) vehicles.These vehicles provide the airport's primary response to incidents involving aircraft and/or fuel. All Airport Division members are hazardous materials technicians and most are bay water rescue qualified.

Fire Stations[]

Fire Station 35 had an additional floating building added in 2021. The floating building will house staff and boats will launch from here. As the original Station 35 is a heritage building, no renovations will be done, and Engine 35 will still be housed there

Fireboats[]

The SFFD has three fireboats that are docked at Pier 22½. Fireboat 1, the Phoenix, was constructed in 1954 and is fitted with three deck monitors, a water town and two under pier monitors. Fireboat 2, the Guardian, was constructed in 1950 and is the oldest fireboat in the fleet. Both boats are 89-foot long and outfitted with two 500 horsepower engines giving them top speeds of 12.5 knots (Guardian) and 15 knots (Phoenix). A third new 85-foot fireboat (Fireboat 3) was christened the St. Francis in October 2016.

History[]

Volunteer Department: 1849-1866[]

The origins of the San Francisco Fire Department date back to the year 1849 . The first great fire in San Francisco originated on Christmas Eve, 1849. By the time it burned itself out; fifty buildings were gone at a loss of $1,500,000. The Town Council held a special called meeting that afternoon and passed a resolution to organize a fire department. The resolution states, in part, “Therefore…..to protect the town against another such calamity by organizing fire companies”, and the San Francisco Fire Department was born. Town Council met on January 28, 1850 and formally elected Kohler as the first Chief Engineer of the San Francisco Fire Department.

Paid Department: 1866–Present[]

The legal basis for the origin of the Paid Department stemmed from legislation titled, "An Act to Establish a Paid Fire Department for the City and County of San Francisco." Approval by the State Legislature was granted on March 2, 1866. The Act provided for a five man Board of Fire Commissioners to manage the affairs of the Department. The Fire Department consisted of a Chief Engineer, two Assistant Chiefs, one Corporation Yard Keeper and six steam fire engine companies. Each engine company was to have one foreman, one engineer, one driver, one fireman, and eight extra or "call" men. There were two Hook-and-Ladder Companies each consisting of one foreman, one driver, one tillerman and twelve extra men. Additionally, there were three Hose Companies, each consisting of one foreman, one driver, one steward and six extra men. During April 1866, the Board of Supervisors purchased four steam fire engines and one hose reel from the Amoskeag Manufacturing Company of Manchester, New Hampshire. This purchase was made at a cost of $17,655. In July of the same year the Supervisors also bought twenty-seven horses to provide motive power for the new and heavier equipment. One of the first acts of the new Board of Fire Commissioners was to appoint the Department executive officers. On October 6, 1866 Franklin E. R. Whitney was appointed Chief Engineer; H.W. Burckes, First Assistant Chief; and Charles H. Ackerson, Second Assistant Chief. The Department went into active operation on December 3, 1866, making it the first paid Fire Department west of the Mississippi. Daniel Hayes, was appointed Superintendent of Steamers, Tom Sawyer, Corporation Yard Keeper, and John L. Durkee, Fire Marshal. In 1906, the department was considered on a par with those of the larger cities on the East Coast, but found itself reduced to fighting the fire of 1906 in the earthquake aftermath with axes and shovels, as most of the city's water mains were broken and cisterns drained. Fire Chief Dennis T. Sullivan suffered mortal wounds in his home by a falling chimney early in the disaster and subsequently died in the hospital. In 1955, Earl Gage Jr. was hired as the first Black firefighter. His work as director of community services is credited with diversifying the department. The San Francisco Fire Department has maintained an ISO Class 1 rating since 2020.

The SFFD took over EMS from the 3rd service San Francisco Department of Public Health in the early 2000s. In November 2020, SFFD launched the Street Crisis Response Team (SCRT) in order to provide trauma-informed clinical interventions and care coordination for people experiencing behavioral health crises. SCRT has grown from a single team supporting the Tenderloin neighborhood to six teams providing San Francisco with 24/7 citywide coverage. Each of the six SCRT teams are staffed with a community paramedic from SFFD, a behavioral health clinician from HealthRIGHT360, and a peer specialist with lived experience from RAMS, Inc. (Richmond Area Multi-Services) who together have the range of specialty skills to engage on scene with a person in crisis. The teams respond with Ford Transit vans

Disbanded Fire Companies[]

Throughout the history of the San Francisco Fire Department there have been several fire companies which have been closed due to budget cuts and the restructuring of engine company numbers in 1972–1973.
