Josh Whitman, as the smartest man in the room, whether it's the UI athletic department, in a quorum of Big Ten athletic directors or as chairman of the rules-making NCAA Council, has been battening down the hatches for several years.

After weeks of debate and discussion — and two-plus hours of public comment Monday night — the Urbana City Council voted 6-2 to adopt a fiscal budget ordinance that included a slimmed-down version of what Police Chief Larry Boone asked for at the start of the process.

It is proposed that Taylor Street between Market Street and Walnut Street would become Honorary Mark Rubel Way, and Bradley Avenue between Prospect Avenue and Willis Avenue would become Honorary Charles Nash Sr. Way.
